CERTIFIED COLLECTION PROFESSIONAL PROGRAM

The Commercial Collection Agency Association (CCAA) Certified Collection Professional Program is a two tiered training/employee recognition program that provides its graduates with a comprehensive knowledge of the commercial collection industry.

Tier one is the Certified Collection Professional designation.  It is recommended for employees who have from six months to one and a half years experience in collections.  This program covers the following topics:

Introduction to the Certified Collection Professional Program

The Certificate of Compliance – What It Means.

Serving the Customer & Customers’ Expectations.

Administration of Collection Cases.

Effective Collection Calls.

Collection Tools.

Skip-tracing & Asset Location.

Introduction to the FDCPA for Commercial Collectors.

Tier two is a Senior Certified Collection Professional program and is suggested for employees with over a year and a half’s experience.  This is a comprehensive program that builds on the foundation obtained in the Certified Collection Professional program and provides the student with an in-depth and comprehensive knowledge of the commercial collection industry.  This program covers the following additional topics:

The Credit Decision.

Legal Aspects of Collections.

Bankruptcy and Other Insolvencies.

FDCPA for Commercial Collectors.

These programs are web-based and incorporate the latest thinking and technology in e-learning.  They are self-paced program that employees can access from a PC or laptop anywhere an internet connection is available.  This means that the employee can access these programs at the office, from home or when traveling.

At the end of each module or chapter is a review test that focuses the employee on the key lessons to be learned from each module.  Feed back is instantaneous as the review test is completed and scored on the Internet.

When all modules are completed, the employee takes the appropriate certification test and if they pass are awarded a Certificate and also presented with the Certified Collection Professional’s ‘Mark of A Professional’ lapel pin.

The Certified Collection Professional’s achievement is further recognized by his/her name being listed in an Honor Roll on the CCAA Website.  The individual awarded the Certified Collection Professional (CCP) designation may use that designation on their business cards.

A similar process applies to the Senior Certified Collection Professional program.  The individual awarded the Senior Collection Professional (SCCP) designation may use that designation on their business cards.

ELIGIBILITY

This program is opened to all employees of CCAA member agencies.  Registration takes place through the office of the CCAA Executive Director.  When registration is completed, the employee is provided with a student number and password and can begin to embark upon the program.

CERTIFICATION EXAMINATION

The candidate for Certified Collection Professional will have 180 days from the date of registration to complete the course work and take the certification examination.

If they fail to pass the certification exam they can retake the examination within the next sixty days.

If the candidate fails on the second examination, they will have to register again for the Certified Collection Professional Program.

It will be the responsibility of the CCAA Executive Director to monitor this aspect of the program.

The same process applies to the Senior Collection Professional program.

CERTIFICATION

When the employee successfully completes the certification exam they are awarded a Certificate and presented with a Mark of a Professional lapel pin.  The Certificate is issued to the employee and also bears the name of the CCAA Certified agency.

Should the employee leave the employ of the member agency and be employed by another member agency, the Certificate will be reissued bearing the name of the current CCAA member.  (A copy of the Certificate can be viewed at the end of this article.)

If the employee leaves the employ of the member agency and goes to work for another agency that is not certified, a new certificate will not be issued.

The employee’s name will also be removed from the Honor Roll on the CCAA Website.

If the employee subsequently is reemployed by a CCAA member and the Certification is still in effect, (See Duration of Certification), a new certificate will be issued bearing the employee’s name and the name of the CCAA member he/she is currently employed by.

DURATION OF CERTIFICATION

Certification remains in effect for three years.  Within ninety days of the expiration of the three years, the Certified Collection Professional is required to take the test for recertification.

It will be the responsibility of the CCAA Executive Director to monitor the data base of Certified Collectors and to advise a Certified Collection Professional 120 days before the expiration of his/her certification of the need to become recertified.  The Certified Collection Professional must then register for recertification before the expiration of their certification.  The Certified Collection Professional will have ninety days from the expiration of his/her certification to complete the recertification exam.

If they fail to pass the recertification exam they will have thirty days in which to retake the exam.

The same process applies to the Senior Certified Collection Professional.

HOW TO REGISTER FOR THE PROGRAM

We want to insure that only personnel associated with CLLA certified agencies are registered for this program.

If you would like to register collectors for this program, please send the Executive Director, ehartleb@ccaacollect.com, a list of those you’d like to register, indicating their name, social security number and email address.  We will take care of the registration.  We will then provide to the candidate and you information that will allow them to access the system and start the program.

An invoice will be sent to you for the cost of the program.  You can save money on registration by purchasing candidate slots in advance.  For example suppose you have fifty collectors you’d like to eventually take this program but at the present time there are only ten you wish to register.  If you pre-purchase the 50 candidates slots the cost per candidate would be $60 versus $90 if you only registered the ten.

If you decide to register the ten and then register another ten, the cost on the first ten would be $90 per candidate and the next ten would be $80 per candidate.  In short the pricing is tiered.  If you have any questions regarding the pricing I’d be happy to answer them, give me a call @ (973) 239-0721.

MEMBER SUPPORT OF THE PROGRAM

Members who have 65% or more of their collection staff certified under this program shall be eligible to use the logo showing support of the Certified Collector Program on their letterhead, advertising materials or on their websites.  The following is a copy of the logo that will be authorized for their use:

Members who wish to avail themselves of this logo should apply to the CCAA Executive Director indicating the number of employees that comprise their collection staff.

It will be the responsibility of the Executive Director to monitor members’ compliance with this aspect of the program.

REVOCATION OF CERTIFICATION

It is the responsibility of the Certified Collection Professional to adhere at all times to the CCAA Code of Ethics in his/her dealings with creditors, debtors and attorneys.

It is also the responsibility of the Certified Collection Professional to be cognizant of his/her duties to the certified agency that employs them.  The Certified Collection Professional shall not engage in any activities that will bring shame and reproach to the certified agency nor shall they engage in any activity that will cause economic hardship for the certified agency.

Credit grantors, debtors, attorneys and member agencies may bring complaints of such actions to the attention of the Executive Director.  It shall be the responsibility of the Executive Director to investigate such complaints.  If the Executive Director finds evidence of such activities he will provide a report to the Certificate of Compliance Committee who shall decide if such an activity took place and what disciplinary action should be taken.

If the Committee finds the Certified Collection Professional  has violated the Code of Ethics or their responsibilities to the certified agency, it may elect to censure, either as a private or public censure, suspend the certification of the Certified Collection Professional  or find the Certified Collection Professional  disqualified and revoke his/her certification.  All parties to the complaint are then notified of the Committee’s determination by the Executive Director.

If the complainant or the Certified Collection Professional is dissatisfied with the decision of the Committee, either may appeal within thirty (30) days after notification of such findings to the CCAA Council whose decision in these matters will be final. In order to initiate any appeal process, the complainant or the Certified Collection Professional must notify the Executive Director of their intentions to appeal within ten (10) days of being notified of the Committee’s decision.  Failure to do so shall negate any right to appeal.

The certification of a Certified Collection Professional found to be disqualified shall be revoked either at the expiration of the time for filing an intent to appeal or appeal, if none has been filed, or, if an appeal has been filed, at the time of notice of an affirming decision upon appeal, whichever comes first.

A Certified Collection Professional whose certification has been revoked cannot apply for another certification until a waiting period determined by the Certificate of Compliance Committee at the time of revocation has expired.  Such waiting period, determined at the discretion of the Certificate of Compliance Committee, shall be a minimum of six months and shall not exceed a maximum of two years, computed from the date of Certificate revocation.

CCAA UNIVERSITY – A DECIDED MEMBER BENEFIT

In addition to the benefits to members of the Certified Collection Professional Program, CCAA University offers extensive courses to members and their employees at cost effective prices that will contribute to their general business education.

There are courses for managers/supervisors, sales and data processing/computer support.  Visit the CCAA University Website, www.ccaauniversity.com,  for a list of those courses.

You or your employees can sign on and individually register for these courses.  The courses are web based and can be taken at your convenience and your own pace.

SOME ADDITIONAL THOUGHTS ON THESE BENEFITS

Several members have already asked if they could provide this training as a “perk” to their customers.  We do not believe that the present program is geared toward credit grantors.  But in the late spring/early summer we should have a program available for the general business credit audience that you might want to sponsor for some of your key customers.

However the courses listed on CCAA University certainly are available to you to use as “perks” for your customers.

This would be supportive of this program and the CCAA and we encourage you to think along these lines.
